More than a hundred years ago Tambov zemstvo board was situated in several small buildings at the corner of Bolshaya (Sovetskaya today) and Arapovskaya (M. Gorky today) Streets. Increasing scope of work of the board required the expansion of the office space. Hence, the decision was made to construct a new building under Moscow engineer Graynert’s project.
The new building is a typical example of any state or public institution at the beginning of the 20th century. Solemn design is maintained by the gray color of the facade walls. According to the plan the building is square with an inner yard.
Tambov zemstvo board stayed in this building only temporarily. Soon the offices were taken by the provincial executive committee of the Soviet of Workers' and Soldiers' Deputies. The departments of Agriculture teacher-training college were located here in the 1930s. In pre-war years they were replaced by the executive committee of Tambov regional Soviet of People's Deputies as well as by other economic regional organizations. After the World War II the whole building was occupied by the offices of the regional executive committee. The administration of Tambov region and regional duma had been housed in this building since 1991. But in 1994 it was redirected to Tambov state technical university. Today the building is one of the branches of the technical university.
